On December 25, 2025, the Government issued Decree No. 340/2025/ND-CP, providing regulations on administrative penalties in the field of monetary and banking activities, replacing Decree No. 88/2019/ND-CP. This Decree introduces several prominent adjustments regarding payment activities and intermediate payment services, taking effect as of February 9, 2026.
